Return to normal by using /debug and /admin again to exit debugging mode and admin mode.If you have performed these steps correctly, your quest log (shortcut: J) should now contain a quest from SAIL with Ship Upgrade in the name, and you should be able to hand your Upgrade Modules over to Penguin Pete.For Condor Ship Upgrade (10 crew members), # = 5.For Eagle Ship Upgrade (8 crew members), # = 4.For Falcon Ship Upgrade (6 crew members), # = 3.For Kestrel Ship Upgrade (4 crew members), # = 2.For Sparrow Ship Upgrade (2 crew members), # = 1.Once in debugging mode, use /startquest shipupgrade#, replacing the # sign with one of the following numbers:.If you don't find the license (whether because you picked it up already or it despawned), you can use admin and debug commands to bypass the issue. If you didn't, it should be lying on the floor of your ship's teleporter, though it could have disappeared due to item despawning protocols. You must accept this quest from SAIL and have it active before you can turn in Upgrade Modules to Penguin Pete. If you successfully collect it, it will delete itself, and a cinematic will play before SAIL offers you a quest to upgrade your ship. When you get enough crew to get the next ship upgrade, a license item will be given to you when you beam back to the ship.
